Per-format row caps. CSV/XLSX match the engine's DEFAULT_ROW_CAP; PDF is an order of magnitude lower because a paginated table renders every cell through React-PDF and a 10k-row document is neither fast nor readable.

Exceeding a cap throws RowCapExceededError. Exports fail closed: a silently short file is indistinguishable from a complete one and would be reconciled against as if it were whole.
