The governed compiler. Turns a validated ReportDefinition into parameterized PrismaSql.Sql, with three non-negotiable invariants:

1. The compiler-injected tenant predicate is ALWAYS the first WHERE conjunct, cast per the subject's tenantColumnType.
2. Every user value is a bind param; only registry-validated identifiers (re-checked in identifiers.ts) and closed-enum keywords reach the SQL text.
3. The tenant column is unreferenceable from the definition (the registry forbade binding it as a field).
