authorize/confirm hand the provider's opaque clientAction back to the caller — it is the redirect URL / client secret / challenge JWT the consumer must surface to the customer's browser, and it is deliberately NOT persisted (only the clientActionRequired(+At) fact is). An idempotent replay returns the existing tender with no clientAction (no provider call was made).
