Interface: RefundPolicy

Refund authorization gate (proposal §Factory & injected deps, §Refunds).
authorizeRefund THROWS to deny — WHO may authorize is consumer policy
(taproot has no role model). A resolved promise (or a synchronous return)
authorizes. RefundService.authorizeRefund marks the request authorized
only when this resolves.
