Bypass the fetchPaymentState requirement for truthSource: 'postback' providers that cannot support a poll-based recovery path (e.g. legacy government portals). Use sparingly — postbacks without a verification poll mean a missed or replayed postback is unrecoverable.

Proposal §The PaymentProvider port, bullet 1: acceptUnverifiedPostbacks is the explicit opt-out for the gate register would otherwise throw on.
