Stable hash over the IDENTITY of a transition request — deliberately
EXCLUDING to, metadata, reason, and any per-call context. Two send
calls that reuse the same idempotencyKey are considered "the same request"
iff their fingerprints match; a mismatch is a client bug
(TransitionIdempotencyConflictError).
Excluding to is intentional: the destination is DERIVED from the machine +
event + current state, so it carries no independent client intent. Excluding
metadata/reason lets a retry vary annotations without tripping the guard.
