Translate a FilterValues map into a flat patch suitable for a single
setParams call. Mirrors the per-filter-type encoding used by the URL
parsers — radio collapses to null at default, multiselect collapses
to null when empty, date-range fans out to <key>From/<key>To.
Used by handleFiltersChange for badge edits, and by selectView to
materialize a view's saved filters into the URL in a single commit.
