The offer-status sub-machine (§6.4). A row is born queued on joinWaitlist; the capacity-frees cascade flips it to offered (stamping offeredAt + offerExpiresAt), and it terminalizes at confirmed (accept), declined (decline), or expired (offer-expiry sweeper).

Distinct from the booking's own BookingStatus — the booking walks waitlisted ⇄ offered → confirmed while THIS row records the per-offer accept-by deadline the §5.2 structural guard reads.
