Default scope-type → context-path mapping (§8.3). Rules may target a
booking type key, a vertical, or a specific resource; a rule with no
scopes applies to every booking in the org. Consumer entries from
policyRules.scopeMapping are merged OVER these defaults.
Remarks
When BookingPolicyContext.schedule is null, any scope or
condition path that traverses schedule.* resolves to no value — a
resource-scoped rule (resource → schedule.resourceId) will silently
never match a schedule-less booking, and conditions referencing
schedule.startsAt etc. evaluate as unresolved.
