Construct the S3-backed FileStore.

• With no args: resolves config from env (fail-closed) and builds an S3 client.
• { config }: validate/fill defaults on an explicit config (still fail-closed on a missing bucket).
• { client }: inject your own S3Client (tests, MinIO, custom retry config).

Construction is eager about config (so misconfiguration fails at wiring time, not on the first upload) but the S3 client is only used by the actual presign / HEAD operations.
