Resolve field to an ISO date and check whether it falls within the inclusive ISO 8601 window defined by start and end. Unlike the earlier TIME_WINDOW (now removed), the comparison reads a date from the line context, not the wall clock — this is the semantic authors usually want for "peak season" / "promo window" / "off-peak" style rules.

For "rule is only active during a wall-clock window," use the rule's own rule_effective_date / rule_expiration_date fields, which loadRules enforces against DateTime.now().
