How a flat-method action's value interacts with line quantity:
"once"(default): the action contributesvaluecents literally, regardless of line quantity (e.g. a one-time booking fee)."per_unit": the action contributesvalue × quantitycents, where quantity is the line's resolved unit count (e.g.$15/night × 3 nights = $45).
Order-level rules can't carry "per_unit" (the order has no quantity
dimension to scale against) — PricingDomainConfig rejects that
combination at parse time.
Percentage-method actions ignore scaling entirely: a percentage of a
quantity-scaled subtotal is already quantity-scaled, so applying
per_unit semantics on top would double-count.
