The noun a PricingUnit's quantity is counted in — what the tier dialog's
quantity-cap row says the limit is ON ("at most 4 visitors", "at most 2
hours").
Separate from PRICING_UNIT_LABELS because that map answers a different
question: it names the PRICING BASIS ("Per attendee"), which reads wrong as the
object of a limit ("at most 4 Per attendee"). The design draws one "Max." field
per pricing unit; the contract carries ONE generic cap
(PriceTierFormValue.maxQuantity) and this is how that single value is spoken
per unit, which is all those per-unit fields amount to.
