Wall-clock time of day as "HH:mm" (24-hour, zero-padded). This is a local time, interpreted in the schedule's timezoneSchema; the cron translation carries the zone through to BullMQ so DST is Redis's problem, not ours. Matches the UDS TimePicker's value contract.
