Excel-legal, length-limited worksheet name.
Beyond the illegal-character set, Excel (and exceljs's addWorksheet
validation) also rejects a name that STARTS OR ENDS with an apostrophe —
inner apostrophes are fine. Stripped after the length slice, because slicing
to 31 characters can itself expose a trailing apostrophe.
