The explicit, greppable opt-out for trusted monoliths (proposal §Factory): 'allow-any-actor' authorizes anyone. A missing/optional gate that silently defaults open is not a control, so this literal — not undefined — is the way to opt out. The factory (stage 8) requires either a RefundPolicy or this literal.
