Return the base tables in schema that carry tenantDbColumn but are absent from tables (and not in allowUnmanaged) — i.e. tenant-scoped tables with no RLS policy. Empty ⇒ coverage is complete. Inventories via pg_catalog (not privilege-filtered like information_schema).
