Public fixture data for the rules engine. Useful for integration tests in consumer packages (e.g. features/pricing) that need realistic pricing-domain rules + conditions to seed into Postgres.

NOT for production use — these are test fixtures with hardcoded UUIDs and dates pinned for deterministic test behavior. Pair with seedRulesAndConditions from @the-kaizen-labs/taproot/rules/server to load them into a Prisma client inside vitest-environment-prisma-tx.
