Public type-name enum for pricing actions. Useful when a consumer needs to enumerate every possible action type regardless of phase (e.g. a generic admin UI). The per-phase invariants ("BASE_PRICE only in base, FEE/DISCOUNT only in adjustment phases") are enforced by PricingDomainConfig — not by this enum.
