A users/organizations table the consumer owns and wants taproot to FK into.

PG type the taproot columns are altered to before the FK is created. "UUID" for taproot/uuid auth; "TEXT" for cuid/string user ids. Default "UUID". Must be a valid PG type token (letters, digits, underscores, spaces, parentheses only).

ON DELETE for the constraint. Audit FKs default to "SET NULL" (columns are nullable); org FKs default to "RESTRICT" (most org columns are NOT NULL, which forbids SET NULL).
