A guard predicate. Receives the same actor identity send carries, plus the
resolved from/to and the machine name, and returns whether the transition is
permitted. Guards run inside the engine's ambient transaction and may do
fast database reads through transaction-aware repositories. They MUST NOT do
external I/O or non-transactional reads. Throwing propagates to the caller.
