Consumer-derived classification for one applied FEE/DISCOUNT action. The pricing engine only knows FEE vs DISCOUNT — kind (incl. tax), responsible party, tax inclusivity, and GL capture are policy and must come from the consumer's mapping (rule identifier/name/metadata + product GL config).
