Interface: NotificationPort

NOTIFICATION SEAM (§8.2) — dispatched AFTER commit by event-dispatcher.ts from the *_due outbox rows, NEVER awaited inside a transition's tx (same contract as PaymentPort). Every method is optional so the payment-free, notification-free v1 default (undefined) is fully functional; the dispatcher records effect_skipped when no handler is installed.

onOfferSend is the first wired method (PR 13): the waitlist cascade enqueues an offer_send_due row per offered party member, and the dispatcher fans it out through here, then appends waitlist_offer_sent. Confirmation and reminder handlers follow the same success-only delivery contract.
