Collect every condition_id referenced in a ConditionLogicNode AND/OR/NOT tree, depth-first, deduplicated. Used by both authoring-time attribute validation (GrantService) and snapshot compilation (AccessService) to know which Conditions rows a grant pulls in. The empty object {} ("always true") references no condition.
