An actor's UNCONDITIONALLY-held authority, derived server-side across the scope chain. permissions is the delegable set the escalation guards check against; scopeKeys is the provenance — which scopes actually contributed a qualifying grant — which is what makes the self-org cap enforceable without a caller-asserted org.
