Create ready-to-use access services.

Resolves the Prisma client from the ambient registry by default — call initPrismaClient / registerPrismaClient on @the-kaizen-labs/taproot/persistence at startup before using this factory. Pass options.prisma to target an explicit client instead (e.g. a seeding script handed its own client rather than relying on whatever is globally registered).

Call per-request (or per-unit-of-work), not once at application startup — getActorId is resolved at construction for audit fields and called live for createdBy on new versions, so constructing once per request keeps both paths consistent. Mirrors createRuleServices.
